Charities (Amendment) Bill Consultation Report

The Department for Communities has published its response to the public consultation on the proposed Charities (Amendment) Bill. The consultation was held between 27 March and 24 April 2026 and sought views on proposed amendments to the Charities Act (Northern Ireland) 2008.

The Bill forms part of the wider programme of charity law reform arising from the Independent Review of Charity Regulation and aims to strengthen the regulatory framework while reducing unnecessary administrative burdens, particularly for smaller charities. 

Summary

A total of 38 consultation responses were received from organisations and individuals across the charity sector, including charity trustees, funders, legal experts and voluntary organisations. 

The consultation considered proposals relating to:

  • enhanced regulatory powers for the Charity Commission for Northern Ireland;
  • the introduction of official warnings;
  • powers to address trustee misconduct and mismanagement;
  • changes to charity accounting and reporting requirements;
  • simplified reporting arrangements for smaller charities; and
  • repeal of section 167 of the Charities Act (Northern Ireland) 2008. 

Respondents were broadly supportive of the proposed reforms, while highlighting the importance of proportionality, clarity, appropriate safeguards and practical implementation. Feedback received during the consultation has informed a number of amendments to the Bill before its introduction to the Northern Ireland Assembly.
